Jamboree Takes Another Step Forward To End Veteran Homelessness

Jamboree North Harbor Village motel conversion into permanent supportive housing for veterans

Jamboree Housing Corporation and the City of Santa Ana announced today that renovations are under way on North Harbor Village, a new affordable supportive housing community for veterans. Located in the Santa Ana Mixed Use Corridor District, where several other residential communities are under development, North Harbor Village will be a key asset to a newly envisioned gateway to Santa Ana – with marquee uses, buildings, and street design that strengthen the community’s sense of identity and the city’s image as a center for art and culture.

The adaptive reuse and rehabilitation of an outdated Budget Inn Motel will create Permanent Supportive Housing apartments for 89 formerly homeless veterans and those living with a mental health diagnosis who earn between 30% and 50% of the area median income (AMI). With years of experience in the development and operation of supportive housing, Jamboree is a statewide leader in adapting existing structures to increase a city’s housing supply. North Harbor Village will be Jamboree’s seventh motel conversion to create supportive housing and is a significant step forward in the city’s effort to address homelessness.

“Jamboree’s motel conversion of North Harbor Village will create homes for veterans, not a shelter,” said Laura Archuleta, Jamboree President and CEO, underscoring that this will allow for much needed housing exits from the City of Santa Ana’s shelter system. North Harbor Village is just one mile from Heroes Landing, another successful partnership between the City of Santa Ana and Jamboree to permanently house homeless veterans. In additional to three onsite services staff, veterans living at North Harbor Village will have access to services offered by Jamboree’s Heroes Landing Community Collaborative to ensure the health and stability necessary for these formerly homeless veterans to successfully live independently.

The vision for North Harbor Village is to transform and modernize a pair of outdated, three-story buildings, with a feature mural on the north façade, into 89 fully furnished studio apartments, each with a small kitchen and a full bathroom. Renovation plans include a new community building for property management offices, onsite services, case management, an activities center, and a lounge area for residents. Additional property amenities feature individual storage, fitness stations, a basketball half-court, dog run, community garden, and two laundry rooms. Contemporary architectural updates to the exterior and other building improvements will be made to keep the property well maintained for years to come.

Financing for the $40 million development includes $1.6 million In HOME funds from the City of Santa Ana, $11.1 million in permanent financing from Chase Bank, $12.6 million in tax equity credit provided by Red Stone Equity Partners, $10 million in permanent financing from the Veterans Housing and Homeless Prevention through the California Department of Housing and Community Development (HCD), an $890,000 Affordable Housing Program (AHP) loan from the Federal Home Loan Bank of San Francisco, $2.2 million in construction financing from Orange County Housing Finance Trust, and a $500,000 grant from The Home Depot Foundation. North Harbor Village is slated for completion in fall 2022.
