Grand Opening of West Gateway Place

Jamboree's West Gateway Place an affordable transit-oriented development in West Sacramento.

WEST SACRAMENTO, CA (May 19, 2017) – Jamboree Housing Corporation, West Sacramento Housing Development Corporation and the City of West Sacramento today celebrated the grand opening of West Gateway Place, one of the first workforce housing developments in California to receive the state’s cap-and-trade funding. Located at 820 Delta Lane and 825 Tower Bridge Gateway in West Sacramento, West Gateway Place is a transit oriented development that received $2.6 million in Affordable Housing and Sustainable Communities Program Funding allocated in 2015 by the California Strategic Growth Council.

Co-developed by Jamboree and the West Sacramento Housing Development Corporation in the West Sacramento Bridge District, West Gateway Place creates new apartment homes for 77 families in a mixed-use, family-centered property that creatively integrates its transit-oriented location with bicycle and pedestrian paths that make the surrounding community more accessible without the need to drive.

These walkable features will help reduce carbon pollution and avoid climate change impacts through the site’s sustainable footprint and energy-efficient design, creating a healthier living environment for all residents, according to West Sacramento Mayor Christopher Cabaldon.

“West Gateway Place is sustainable in so many ways,” said the Mayor at the grand opening event. “It’s strategically located near shopping, job centers and community resources so that residents can walk, ride a bike, or use public transportation to get where they want to go, leaving their auto at home. As the centerpiece linking together three of our cities’ urban revitalization districts, West Gateway Place’s transit-oriented location plays an important role in reducing greenhouse gas and creating a healthier, stronger community for all of our residents.”

Climate change experts estimate that use of public transit by West Gateway Place residents could reduce greenhouse gas emissions by approximately 723,286 metric tons – the equivalent to taking 140,483 cars off the road for one year, saving 81 million gallons of gas.

Located on a 1.17-acre urban infill site, West Gateway Place is a mixed-use development consisting of two four-story buildings that encompass one-, two- and three-bedroom apartments with rents affordable to families earning 30% to 60% of the area median income (AMI). Each apartment home is equipped with ENERGY STAR kitchen appliances and water-saving plumbing fixtures, as well as CRI Green Label, low-VOC carpeting and underlayment. The property features high efficiency landscape irrigation with drought tolerant and native plantings.

Laura Archuleta, Jamboree President, noted that West Gateway Place is a continuation of Jamboree’s commitment to sustainability and energy efficiency in its statewide workforce housing developments. West Gateway Place is the fifth and newest transit-oriented property that Jamboree has developed in California.

“Creating healthier communities is one of our company’s key initiatives, so it’s an honor for us to have developed this property in partnership with a city that is committed to sustainability and energy efficiency on every level,” said Archuleta. She pointed out that West Gateway Place is designed to achieve a LEED (Leadership in Energy & Environmental Design) for Homes certified Silver rating that exceeds California’s Title 24 CalGreen energy-efficiency standards, lowering energy consumption and providing cost savings to residents.

A signature residential development in the Bridge District, West Gateway Place’s distinctive urban-styled exterior features a combination of stucco and metal panels and is oriented to create a central community courtyard with a barbecue area and tot lot. The development also encompasses approximately 4,000 square feet of retail space and a 3,500 square-foot community center that houses a computer lab, tutoring area, and laundry facilities. The property features two four-story, architecturally innovative buildings, one of which includes retail and community space on the ground floor. Both buildings include at-grade parking.

In keeping with its mission to create strong, healthy communities, Jamboree provides social, educational, health and other services to West Gateway Place residents as well as surrounding neighborhoods to enrich the quality of family life. The company sponsors such activities as homework assistance and tutoring for young people, plus health and wellness program for families. Additionally, an onsite coordinator assists residents with accessing local community services such as employment, education and healthcare.

In addition to the Affordable Housing and Sustainable Communities Program funds, financing for the $29.8 million West Gateway Place development includes a $8.7 million in permanent financing from the City of West Sacramento, a $1.6 million permanent mortgage from Union Bank as well as $15.7 million in tax credit equity as the Low Income Housing Tax Credit (LIHTC) investor. Mogavero Notestine Associates provided architectural services and the landscape architect is Acanthus Studios Inc. Advent Companies was the general contractor and The John Stewart Company is the property manager.
