Salida del Sol is a unique new construction, mixed-use development that combines a Permanent Supportive Housing community with a new city hall for the City of San Juan Capistrano. Located on a 2.22 acre portion of the existing city hall site, the public-private partnership between Jamboree and the City of San Juan Capistrano is a collaborative example of how a creative approach to both housing solutions and land use can benefit local communities. Salida del Sol is Jamboree’s first affordable housing development to be built in conjunction with a city hall and a model for future public-private partnership committed to helping end homelessness in Orange County.
Salida del Sol provides onsite supportive services for 40 formerly homeless individuals and veterans earning up to 30% AMI and nine individuals earning up to 50% AMI. Designed around a large open courtyard, the three-story, 45,598-square-foot, elevatored residential building creates a sense of home for residents with first-floor amenities that include a community room and kitchen, resident lounge, computer lab, conference and counseling rooms, and offices for onsite services and property management staff. Outdoor amenities in the courtyard behind the city hall include BBQ areas, outdoor seating, and a community garden. A meandering walkway along the north perimeter of the community will be complemented with bike racks and landscaping.
Of the 40 households coming from homelessness, 24 are set aside for those living with a mental health diagnosis through the Mental Health Services Act (MHSA). They are referred by participating agencies such as the County of Orange.
The architectural design of Salida del Sol features a contemporary interpretation of the Spanish Mission-style often found in San Juan Capistrano, compatible yet distinct from the new city hall. For residents with housing vouchers, apartments are fully furnished. All apartments in the three-story new construction building feature a patio or balcony. Onsite parking has 30 parking spaces for residents, four of which are shared with City Hall during business hours.
The new 16,021-square-foot City Hall replaces the 50-year-old temporary structure and enables city staff to expand upon their work and better serve local residents, businesses, and the broader South County community. Common areas include a lobby, conference rooms, and storage areas, with 60 spaces of onsite parking for staff and visitors.
