Renovation of blighted sites into quality affordable housing

As Jamboree’s first development in the City of Fullerton, Compass Rose is a family affordable housing community located in the Richman Park neighborhood, near the heart of downtown.

Five lots, one community

Compass Rose is a scattered site development consisting of 10 individual parcels, merged into five lots during the acquisition process from the City of Fullerton. Scattered site developments face the challenge of creating a true sense of community amongst residents as these developments lack one building that houses both residents and onsite services. Jamboree’s construction team, Quality Development and Construction, addressed this creative use of land by orienting the buildings in a way that made the separate community center’s interior and exterior amenities the focal point of the community. The result is a beautiful 3,500-square-foot community center that features flexible indoor/outdoor recreational space, onsite management offices, kitchen facilities and space for free onsite resident services. Just outside the community room are picnic tables, barbecues, and a tot lot for families to enjoy.

Community services with a Richman Park focus

Jamboree’s Community Impact Group complements Jamboree’s belief in creating strong healthy communities that provide opportunities and resources for residents as well as those living in the surrounding neighborhood to enrich the quality of family life. Activities such as homework assistance and tutoring for young people, plus health and wellness programs for families and seniors are provided.

Resident services are specifically tailored to meet the unique needs of the Compass Rose community and the surrounding area. California State University Fullerton’s Center for Healthy Neighborhoods, St. Jude Neighborhood Health Center, and Richman Connect are working together with Jamboree to form the Compass Rose Collaborative. Together, they will establish a multifunctional community center open for residents of the community that will focus on improving academic success of children through programs like the REACH Kids after-school program, and in bettering the emotional and physical health of residents by offering workforce development seminars, health and wellness classes, nutrition education, group fitness activities, and by hosting neighborhood safety and community-building events.

Affordable housing like Compass Rose, coupled with Jamboree’s unique approach to resident services, consistently leads to stronger and healthier communities across the State – as evidenced by our most recent Housing Impact Study.

History of successful public/private partnerships

Over the last 10 years, the City of Fullerton and the former Fullerton Redevelopment Agency invested more than $22.7 million to buy properties in the centrally located Richman Park neighborhood – a neglected community that had suffered from high poverty and crime rates – with the goal of revitalizing it through the creation of much needed affordable housing. More than 30 properties were purchased and some have already been developed as affordable for-sale homes. As part of the final phase of the city’s redevelopment vision – Compass Rose provides the affordable rental component of this master plan, made possible with a $9.7 million loan from the City of Fullerton to complete the development. Jamboree will continue to partner with the City of Fullerton, investors and property management to ensure that Compass Rose remains well maintained and affordable for the long-term.
