In partnership with the City of Santa Ana, Jamboree proposed development of North Harbor Village would transform an existing Budget Inn Motel into Permanent Supportive Housing for formerly homeless veterans and those living with a mental health diagnosis. With years of experience in the development and operation of supportive housing, Jamboree is a statewide leader in adapting existing structures to increase a city’s housing supply.
The vision for North Harbor Village is to transform two existing three-story buildings into 89 fully furnished studio apartments, each with a small kitchen and a full bathroom. Renovation plans include a new community building for property management offices, onsite services, case management, an activities center, and a lounge area for residents. Additional property amenities feature individual storage, fitness stations, basketball half-court, dog run, community garden, and two laundry rooms. Contemporary architectural updates to the exterior and other building improvements will be made to keep the property well maintained for years to come.
Located at 1108 N. Harbor Boulevard, North Harbor Village is just one mile from Heroes Landing, another successful partnership between the City of Santa Ana and Jamboree to permanently house homeless veterans. In additional to three onsite services staff, veterans living at North Harbor Village will have access to services offered by Jamboree’s Veterans Community Collaborative at Heroes Landing to ensure the health and stability necessary for these formerly homeless veterans to successfully live independently.
North Harbor Village will be Jamboree’s third motel conversion to create supportive housing and is a significant step forward in the city’s effort to address homelessness. This proposed development supports the city’s vision for this area as a gateway to Santa Ana, with marquee uses, buildings, and street design that strengthen the community’s sense of identity and the city’s image as a center for arts and culture.
Is this a homeless shelter?
Jamboree’s motel conversion of North Harbor Village will create homes, not a shelter. This will allow for much needed housing exits from the City of Santa Ana’s shelter system. Unlike homeless shelters, residents in permanent supportive housing do not have to leave their apartment every day and return at night nor do they have to move out after a brief stay.
Individuals must qualify for this specific housing and are referred by the Orange County Health Care Agency. Once residents sign an apartment lease, they may remain in their apartment long-term or as long as they follow the community rules. There will be no onsite intake center for those experiencing homelessness.
The supportive housing Jamboree proposes at North Harbor Village combines affordable veterans housing with onsite services for veterans and those with disabilities and a history of homelessness. This type of housing enhances the quality of life for the entire neighborhood by bringing neighbors from homelessness into housing with onsite access to trained professionals who can provide services and support – including case management, life skills education, and opportunities for social connectedness and meaningful activities. The goal is long-term housing stability to keep these veterans active, stable, and thriving in their local neighborhood.

Parking
Jamboree is working with city staff to create a responsive parking management plan that takes into consideration the concerns of the surrounding neighborhood. Onsite property management will continuously monitor the parking situation at North Harbor Village to limit the impact to surrounding homes and businesses.
